The government of 12 is a cell church model founded by Cesar Castillanos, the Senior Pastor of International Charismatic Mission in Bogota, Columbia. The G12 model enhances the cell church system and allows us to disciple leaders and multiply groups. In CIF, a leader will disciple 12 leaders, who will in turn disciple 12 others of their own, and so on.

The basis of the G12 is the example of Jesus and his 12 disciples. In Matthew 9:35-10:1 he chooses 12 to be his helpers in the ministry. He stayed with them and develop a permanent relationship with them. He imparted himself and modeled his life for them to follow so that in turn they were able to lead and disciple others.

The number 12 is also the Biblical governance: First, Israel was organized

into 12 tribes. (Gen 35:22-26;) Second, The Hebrew calendar has 12 months. Then, third, Solomon had 12 governors (1Kings 4:7)

1. WIN is the pure and simple preaching of the Gospel, which must be done by every disciples of Jesus Christ.
2. CONSOLIDATE can be defined as "the care and attention we should give to the new believer in order to reproduce Christ character in him or her."
3. DISCIPLE in the School of Leaders true disciples are formed and passion is imparted to win souls. The culture and virtues of the Kingdom of God are preached so that each new believer will begin embracing them as a way of life.
4. SEND is the sending a disciple to be fuirtful and multiply after completing the School of Leader.
